SICTAF is an agricultural knowledge, information and communication network that seeks to strengthen agricultural and forestry technological innovation with the help of a web portal that facilitates strengthening the flow of information between the different actors in the sector with a vision towards the articulation of small producers and the identification of mechanisms to convert information into knowledge that helps this target group improve its income. The pilot phase will begin at the end of July 2006 until January 2007 with a membership of 6 institutions and field work in 2 sites to generate lessons learned and identify best practices towards the institutionality of the network.
The portal has information based on research on innovations generated by SIBTA and DFID for its Renewable Natural Resources program to make them more accessible to potential users in Bolivia. During the pilot the institutions will use the portal as a tool that strengthens the network and to communicate their own information to create a system that responds to the demands of the entire sector. However, the project recognizes that greater access to information is not enough in itself to create knowledge,
The project will work in the field with methodologies previously developed by the FIT program (Facilitating Technological Innovation), these being Knowledge Management, Training of information and communication promoters and the analysis of social networks as a diagnostic tool. At the institutional level, members will be free to use the portal in the way that best suits them to create a network based on their reality and be able to learn from the real needs of the sector and to be able to involve them in the design of the institutionality of the system with a view towards the sustainability of SICTAF and its launch as a national system in 2007.
